No club shall include in its constitution or shooting regulations any provisions that conflict with those of ArcheryGB, WAA or NWAS
Name #
The Club will be called Colwyn Bowmen Archery Club (CBAC) and will be affiliated with the ArcheryGB, the Welsh Archery Association, and the North Wales Archery Society.
Aims and objectives #
The aims and objectives of the Club will be:
- to offer coaching and participation opportunities in Archery
- to promote the Club within the local community and Archery
- to ensure a duty of care to all members of the Club
- to provide all its services in a way that is fair to everyone
- to ensure that all present and future members receive fair and equal treatment
- to be welcoming, inclusive and non-discriminatory to all archers regardless of ability or disability
Membership #
Membership consists of Full members (Listing CBAC as their Primary Club with ArcheryGB) and Associate members of the Club.
All members will be subject to the regulations of the constitution and by joining the club will be deemed to accept these regulations, codes of conduct that the Club adopts and those of ArcheryGB.
Members will be enrolled in one of the following categories:
- Full Club Member (Listing CBAC as their Primary Club with ArcheryGB)
- Full Senior Member
- Full Junior Member
- Full Disabled Member
- Associate Club Member
- Senior
- Junior
- Disabled
Membership fees #
Membership fees will be set annually and agreed by the Executive Committee or determined at an Annual General Meeting in conjunction with AGB, WAA and NWAS. A club-specific membership fee can also be introduced if decided by Executive Committee
Additionally club session shooting fees will be paid by:
- Monthly subscription (direct to club bank acct)
- Weekly subs payment (bacs, cash or card)
Club Executive Committee #
The Executive Officers will be:
- Chair
- Secretary
- Treasurer
- Training Officer (Senior Coach none elected position)
- Junior Representative
- Welfare/Safeguarding Officer
Additional non-executive officers/posts may also include but are not limited to: (Non-voting).
- Inclusivity Officer
- Equipment Officer
- Membership Secretary
- Social Secretary
- Records Officer
- Media Officer
- etc.
Officers will initially be elected or asked to join by the committee, then they will remain in position unless:
- they wish to vacate the position
- Committee asks for interest from other members and holds an election or approaches an alternative member
- they fail to perform the role in the best interests of the club
- Committee asks for interest from other members and holds an election or approaches an alternative member
- a motion is received by the committee for an alternative member to fulfill the role instead
- Committee asks for interest from other members and holds an election
Committee #
The Club will be managed through the Club Executive Committee consisting of:
- Chair
- Secretary
- Treasurer
- Training Officer (Senior Coach none elected position)
- Junior Representative
- Welfare/Safeguarding Officer
Only these posts will have the right to vote at meetings of the Club Executive Committee. Non-executive posts are encouraged to attend meetings to maintain the smooth running of the club. All Full members may attend the open business of comittee meetings but may be asked to leave for any closed business, such as safeguarding, disciplinary, complaints, etc.
The Club Executive Committee will be convened by the Secretary of the Club and held no less than one per year.
The quorum required for business to be agreed at Club Executive Committee meetings will be three Officers.
The Club Executive Committee will be responsible for adopting new policy, codes of conduct and rules that affect the organisation and running of the club.
The Club Executive Committee will have powers to appoint working groups and sub-committees as necessary and appoint advisers to the Club Executive Committee as necessary to fulfil its business.
The Club Executive Committee will be responsible for disciplinary hearings of members who infringe the Association/Club rules/regulations/constitution. The Club Executive Committee will be responsible for taking any action of suspension or discipline following such hearings in line with ArcheryGB policy.
Finance #
All Club monies will be banked in an account held in the name of the Club. The Club Treasurer will be responsible for the finances of the Club.
The financial year of the Club will end on: 1st April
A statement of accounts will be presented at the AGM by the Treasurer. Full members of the club may request to see an up to date statement for the club account at any time, this will then be presented at the next comittee meeting and made available through club minutes.
Online access to the Club bank account is permissible by either Chair, Treasurer or Secretary solely.
Annual General Meetings #
Notice of the Annual General Meeting (AGM) will be given by the Club Secretary. Not less than 21 clear days’ notice to be given to all members.
The AGM will receive a report from officers of the Club Executive Committee and a statement of the annual accounts.
An invite for nominations of officers of the Club Committee will be made to Full members who may send them to the Secretary prior to the AGM. Although, there is no requirement for comittee members to stand down, should a nomination be made for an alternative an ellection will then take place for the position/s in question.
All full members have the right to vote at the AGM.
The quorum for AGMs will be 20% OF THE FULL MEMBERSHIP.
The Club Executive Committee has the right to call Extraordinary General Meetings (EGMs) outside the AGM. Procedures for EGMs will be the same as for the AGM.
Discipline and appeals #
All disciplinary, child protection and poor practice concerns will follow the Archery GB Case Management Referral Panel guidelines which are available under Documents/Governance from the Archery GB website.
All concerns, allegations or reports of poor practice/abuse relating to the welfare of children and young people will be recorded and responded to swiftly and appropriately in accordance with the Archery GB Policy for Safeguarding Children, Young People and Vulnerable Adults.
All complaints regarding the behaviour of members should be submitted in writing to the Welfare/Safeguarding Officer and/or Club Secretary
There will be the right of appeal to the Club Secretary following disciplinary action being announced. In the event of an appeal against the decision of the Committee, the Chairman of the County Committee shall be requested to appoint an Appeal Panel of three independent individuals. No member of the Club Committee may sit on this panel.
Dissolution #
A resolution to dissolve the club can only be passed at an AGM or EGM through a majority vote of the membership.
In the event of dissolution, any assets of the Club that remain will become the property of its Full members and will form the last order of business to decide on how it will be dispersed.
Amendments to the Constitution #
The constitution will only be changed through agreement by a majority vote by the Executive Committee.
Declaration #
Colwyn Bowme Archery Club hereby adopts and accepts this constitution as a current operating guide regulating the actions of members.
